Mission: To facilitate and deliver quality, adequate and Sustainable socio economic services to Igunga Community in collaboration with all stakeholders.
Long – term Goals
In the Long term Igunga District wants to achieve the following:-
Provision of quality, timely and sustainable socio economic services to the community.
Enhancement of community participation in decision making.
Promotion of good governance and the rule of law in the Council.
Ensuring sustainable environmental management in the District.
Promotion of gender issues on equitable delivery of socio economic services in the community
3.5 Core values
Core values are enduring beliefs that Council and the entire community hold in common and endeavor to put into action. This believes lead individuals to believe what is correct and wrong. Igunga District Council believes in effectiveness, efficiency, participatory, integrity, accountability, transparency, equality, respect, friendship, cooperation, faith, tolerance and freedom of thought in the utilization of resources for benefits of the entire community.
3.6 The functions of the District Council
Local Government (District Authorities) Act. Cap 287 revised editions of 2002, state that the District council is responsible for the following functions:-
To maintain and facilitate the maintenance of peace, order and good governance within its areas of jurisdiction.
To promote the social welfare and economic well-being of all persons within its area of jurisdiction.
Subject to the National policies and plans for rural and urban development, to further the social and economic development of its areas of jurisdiction.
To give effect to meaningful decentralization in political, financial and administrative matters relating to the functions powers, responsibilities and services at all levels of local government Authorities.
To promote and ensure democratic participation in, and control of decision making by the people concerned.
To establish and maintain reliable sources of revenue and other sources in order to enable Local Government Authorities to perform their functions effectively and to enhance financial accountability of Local Government Authorities, their members and employees.
To formulate, coordinate and supervise the implementation of all plans for economic, commercial, industrial and social development in its area of jurisdiction.
To monitor and control the performance of the duties and departments of the Council and its officers and staff.
To ensure the collection and proper utilization of the revenues of the Council.
To consider, regulate and coordinate development plans, projects and programmes of village and Township authorities within its area of jurisdiction, so as to ensure the more beneficial development and mobilization of productive forces in the village and Township Authorities and their application towards
The enhancement of productivity
The acceleration of social and economic development of villages.
The amelioration of rural life.
To regulate and monitor the collection and utilisation of revenue of village councils and Township Authorities.
To take all necessary measures to provide for the protection and proper utilization of environment for sustainable development
3.7 Igunga District Council Objectives
An objective is a broad statement of what is to be achieved by an institution. The main seven objectives set by the Council in order to implement its mission and ultimately reach the vision includes the following:-
Improve services and reduce HIV/AIDS infection.
Enhance, sustain and effective implementation of the National Anti-corruption Strategy.
Improve access, quality and equitable social services delivery.
Increase quantity and Quality of social services and Infrastructure
Enhance Good Governance and Administrative Services.
Improve social welfare, gender and community empowerment.
